The visa-free regime has been established following the negotiations between Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, and Ukraine President Petro Poroshenko. An MOU towards the same effect and an agreement on cooperation in the field of culture was inked too.
